Quintana will join Warren Barguil in a deal which included his brother, Dayer, along with another Colombian, Winner Anacona and Diego Rosa.
“My ambitions are the same," Quintana said. "Personally, the goal is to fight for victory on the Tour de France.
"It’s a turning point in my career, a positive one, I’m sure. I’m going to adapt, learn some French, but the most important is that I’m going to continue doing what I love. When I ride my bike I’m happy and in peace. Together, we’re going to do our best with the Arkea-Samsic jersey.”
Quintana is leading the Vuelta a España after nine stages with hopes of adding his 2016 victory. He has also won the Giro d'Italia and is a two-time runner up at the Tour de France while at Movistar.
Also confirmed as leaving Movistar is Ecuadorian Richard Carapaz. The 2019 Giro winner has officially signed with Team Ineos.

“I already know a lot of the riders on the team and I am really looking forward to working everyone at Team INEOS from next season.
“I believe I will fit into this group well and race to my full potential over the coming years. I want to achieve some great triumphs for Team INEOS.”
The exodus from Movistar also included Mikel Landa who will wear the colours of Bahrain-Merida in 2020.
