The Referendum Council has been hosting leadership meetings at the Aitkin Hill Convention Centre since Monday, NITV News understands.
It is not yet clear what the agenda entails.
The 16-member council, co-chaired by Pat Anderson AO and Mark Leibler AC, was formed to advise Prime Minister Malcolm Turnbull on the best way forward for a referendum to recognise Aboriginal and Torres Strait Islander people in the Australian Constitution.
The leadership meeting, which winds up on Tuesday, is a gathering of traditional owners, community groups and other Aboriginal and Torres Strait Islander individuals, who wish to discuss issues and challenges surrounding Constitutional recognition.
Some Indigenous leaders believe such change to the constitution would be merely symbolic and that the government should enter into a treaty, an agreement between states, with them.
Others believe that both Constitutional recognition and a treaty are feasible.
The Referendum Council will continue discussing options these and planning community consultations throughout the year.
